Programme actions are addressed to TCNs who:
- Enjoy refugee status or subsidiary protection status within the meaning of Directive 2011/95/EU
- Have applied for one of the forms of international protection referred to above and have not yet received a formal decision
- Enjoy temporary protection within the meaning of Directive 2001/55/EC
- Are being or have been resettled in or transferred from a Member State
- Reside lawfully in a Member State or, relative to the particular case, are in the process of acquiring lawful residence in a Member State
